The leadership of CACAARI is under the Steering Committee (SC), which holds a meeting once a year.

Currently, the Steering Committee consists of 8 country coordinators of the NARS from Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. According to the Association's Charter, the Steering Committee must include:

• 8 NARS country coordinators from each CAC country
• 1 member of the Steering Committee – Executive Secretary, Representative of the CACAARI Secretariat
• 1 representative from the agricultural sector (a farmer or representative of a Farmers' Association)
• 1 representative from an NGO
• 1 representative from the private sector
• 1 representative from agricultural universities
• 1 representative from women's organizations in agriculture
• 1 representative of the CGIAR-CAC program
• 1 representative of CAC-RAIS
